This chapter points out that heating and insulation should be considered together in the early stages of design. It examines the conditions affecting the temperature in dwellings, and recommends standards of warmth for rooms and for indoor places of public assembly. It indicates a method of calculating the degree of insulation appropriate to a building in terms of cost of structure, of heating and of expenditure on fuel, and sets out maximum permissible thermal transmittances for external parts of str ucture.
