WorkSafe advises suppliers and installers of electric vehicle charging equipment that a recently published notice in the New Zealand Gazette has added vehicle adaptors for electric vehicle supply equipment as declared medium risk articles under the Electricity (Safety) Regulations 2010.
The list of electric vehicle supply equipment (EVSE) that has been declared medium risk articles now includes:
- Cable assembly for electric vehicle charging
- AC Charging station
- DC Charging station
- In-cable control and protection device
The revised IEC 61851-1 Edition 3.0 published in February 2017 allows charging adaptors that are approved by the vehicle manufacturer or the EVSE manufacturer. This provides a formal standards-based mechanism which supports WorkSafe’s Electric Vehicle charging guide that has always allowed adaptors if approved by the EVSE manufacturer. This guide will be updated to reflect the revised IEC 61851-1 standard.
To comply with the medium risk declaration any SDoC for EVSE vehicle adaptors should refer to AS/NZS 3820:2009 Essential safety requirements for electrical equipment and the IEC 61851-1 Edition 3.0 test report.

Energy Safety recommends that manufacturers and importers of EVSE familiarise themselves with the revised standard to identify the sections where the standard now holds the same requirements as the WorkSafe guide.
