Over the coming months, we will feature this year's Meritorious Service Award winners. This month we feature William Caccia-Birch (known as Bill Birch).
Bill has nearly 50 years working in the area of safe chemical management. In his current role as Responsible Care® New Zealand Technical Manager, he works closely with industry, government, and members to ensure industry meets its legal and moral obligations under New Zealand's chemical management legislation.
Responsible Care® is an industry-led global initiative to promote continuous improvement in health, safety, and environmental performance in chemical management with the goal of 'No harm to people or the environment arising from our products and operations – ever!' Here in New Zealand, the membership-based organisation represents the majority of New Zealand's major manufacturers and importers of hazardous substances.
Bill serves on a number of Standards committees and has contributed to each of the five reviews of NZS 5433.1:2012 Transport of dangerous goods on land – Part 1: Technical information and NZS 5433.2:2012 Transport of dangerous goods on land – Part 2: List of dangerous goods. He is a long-standing representative on the Joint Australian/New Zealand Technical Committee CH009 Safe Handling of Chemicals and was a major contributor to the SAA/SNZ HB 76:2010 Dangerous goods – Initial emergency response guide.
As Bill's peers noted in nominating him for the Meritorious Service Award, 'Bill has had a long and successful career in the chemical industry and has brought to committee work a comprehensive and extensive knowledge of national and international requirements for transporting dangerous goods.'
An expert safety, health, and environmental auditor, Bill is also a member of the National Hazardous Substances Technical Liaison Committee and has been authorised by the Environmental Protection Authority as a Test Certifier. In 2010, he was honoured with life membership of Responsible Care® New Zealand for his outstanding contribution to the chemical industry.
