Amendment A to electrical installations Standard for transportable structures

Standards New Zealand has published New Zealand-only Amendment A to AS/NZS 3001:2008 Electrical installations – Transportable structures and vehicles including their site supplies.

AS/NZS 3001 sets out the requirements for electrical installations associated with transportable structures and vehicles that are intended for connection to low-voltage a.c. supply systems (that is, exceeding 50 V a.c. but not exceeding 1 000 V a.c.). The term 'transportable structure' includes both vehicles and structures with or without wheels that can readily be moved from one site to another either under their own motive power or by some other means.

'Amendment A solves the problem where any new installation on a caravan site now has to have a residual current device (RCD) which makes them unsuitable for caravans with neutral to earth links', says Alan Cuthbert, Chair, Electrical Installations Coordination Committee. 'It provides a permanent solution for the neutral to earth link problem to caravans, which has existed for about 20 years.'

Amendment A removes the requirement to check at Warrant of Electrical Fitness inspections for a neutral-earth connection in caravans without an installed RCD. This will allow for the removal of the neutral-earth connection on caravans which are to be connected to an RCD-protected supply in a caravan park or domestic installation.

The amendment also introduces a requirement to test for the integrity of earth connections in connectable installations whenever prescribed electrical work is carried out. This will ensure that the removal of the neutral-earth connection has not disturbed the earthing connections and in those caravans where the earth lead has been connected to the neutral bar or stud that the earth-lead is correctly connected to the earth bar.
