Information for purchasers of the Wiring Rules

In a letter from the Chair of the Electrical Installations Co-ordinating Committee (IECC), Alan G Cuthbert would like to advise purchasers of AS/NZS 3000:2007 of some important details on the Companion Standards and the Electricity Regulations 1997 Information sheet Version 2; issue date 25 January 2008.

Current Status
AS/NZS 3000:2007, recently approved by the Associate Minister of Energy, and published in November 2007, is the key document in the revision of the 3000 series of Standards. Some of the ‘Companion Standards’ in this series have also been published; others are currently being revised and are expected to be published during the first half of 2008.

The Electricity Regulations 1997 are also being amended and a public consultation discussion paper on the amendment was released late December 2007.

How this affects you
The Standards New Zealand website (http://www.standards.co.nz) lists current editions of the electrical standards when they are published.   It is expected that all electrical standards currently being revised will be available by mid-2008.

Electricity Regulations 69A, 69B and 69C still currently apply for all electrical work and require the use of some parts of  AS/NZS 3000:2000 and the Companion Standards. When the Electricity Regulations 1997 amendment is issued and enacted, it is intended that the AS/NZS 3000:2007 edition and the revised Companion Standards will be cited. In the meantime, AS/NZS 3000:2007 and the revised companion Standards can be used provided the mandatory parts of the previous versions are still complied with.

The replacement Electrical Safety Regulations 2008 are expected to be published in mid 2008. 

The revised standards contain additional information and explanatory notes to assist users, and also provide guidance on the application of the requirements for electrical installations. The preface of each revised standard will give brief details of the changes made.

Users of the revised Standards will find this additional information informative and of assistance. This additional material it will also be of assistance to trainees sitting the Electrical Workers Registration Board regulations examinations. 

Electrical Training and Examinations
The Electrical Workers Registration Board have announced that, for the 2008 examinations, the use of the 2000 or  2007 edition of AS/NZS 3000 is permitted and that all answers in the Boards examinations will be able to be answered by the use of either edition.

Electrical Design
Designers are able to use AS/NZS 3000:2007 and the 2008 editions of Companion Standards, provided the mandatory requirements of the earlier versions are still complied with.

For the design of new electrical installations scheduled to be completed after the mid 2008, the use of AS/NZS 3000:2007 for design  purposes may reduce re-work that might otherwise be necessary once AS/NZS 3000:2007, and 2008 editions of the Companion Standards are cited.
