New Zealand’s civil engineering and other infrastructure developments are critical to the nation’s economy and society, enabling productivity and trade, improving resilience to natural hazards and climate change, and supporting the health, safety, and quality of life of communities across the country. With major developments in transport, buildings, water systems, and energy networks underway, the quiet but essential role of standards has never been more important.

These technical requirements ensure that projects are safe, resilient, cost‑effective, and future‑ready - particularly vital in a nation exposed to earthquakes, volcanic activity, extreme weather events, and sea‑level rise.

Why standards matter for New Zealand’s infrastructure

Standards provide engineers, constructors, developers, project managers, investors, and regulators with a common, trusted framework. They define how infrastructure should be designed, built, tested, and maintained. This includes everything from structural strength and durability to environmental performance and safety procedures for diverse component materials like concrete, steel, aluminium, glass, aggregates, asphalt and timber.

Standards help reduce long‑term maintenance costs, improve public safety, and ensure designs perform well under New Zealand’s unique geotechnical and environmental conditions.

City Rail Link (Auckland)

The City Rail Link - New Zealand’s largest ever transport infrastructure project - involves constructing deep twin tunnels, upgrading and building stations, and integrating new underground infrastructure. Ensuring safe tunnelling, seismic performance, ventilation, structural integrity and passenger egress and safety all rely on adherence to robust engineering and building standards. The project is scheduled for completion in 2026.

Auckland wastewater central interceptor

This super-sized tunnel is designed to reduce wet-weather overflows into the Waitematā Harbour by at least 80% and cater for population growth. The main tunnel is 16.2km long with a 4.5m internal diameter. It runs from Point Erin Park in Herne Bay to the Māngere Wastewater Treatment Plant, passing under the Manukau Harbour at a depth of roughly 15 metres.

Tunnel networks and structural assets

Tunnel inspections and condition assessments - guided by standards to ensure that vulnerable assets, including retaining walls, overpasses, and culverts, meet safety thresholds and remain operational after natural hazards.

Bridge maintenance and seismic upgrades

New Zealand’s 4,200‑plus state highway bridges undergo rigorous inspections, seismic screening, and upgrade programmes guided by national and international structural standards. Notable upgrades include Wellington’s Thorndon Overbridge and Auckland’s Harbour Bridge, both enhanced to meet seismic resilience requirements.

Building Code revisions for structural and fire safety

The Building Code’s updated structure and durability provisions strengthen new buildings’ resistance to earthquakes, moisture ingress, extreme weather and fire. These updates ensure commercial, residential, and public infrastructure can withstand evolving environmental and seismic pressures.

Standards can be critical to demonstrating compliance with the Building Code and are used to inform a number of aspects building design. Standards are created by bringing together all relevant parties such as manufacturers, consumers and regulators of a particular material, product, process or service. The committees use expert knowledge to consider how to ensure safety and quality in building performance. All parties benefit from standardisation through increased product safety and quality as well as lower transaction costs and prices. The standards process has been used both in New Zealand and internationally for decades, predating the current Building Code system.

Strengthening national resilience

Aotearoa New Zealand is one of the world’s most hazard‑prone nations. Standards provide one of the backbones for resilience planning, design, and adaptation in the face of climate, environmental, natural hazard and geological challenges.

The Infrastructure Resilience Index (2025) highlights the rising risks from extreme weather events, including power outages, road closures, and telecommunications failures, and the critical need for contemporary, evidence-based standards to support resilience investment. The Index helps pinpoint vulnerabilities so engineers can design solutions that withstand climate‑related shocks.

Similarly, 3D coastal mapping data supports infrastructure planners in identifying assets at risk from sea‑level rise, storms, and erosion, ensuring design standards incorporate future climate conditions.

Economic growth through safe, standards‑driven infrastructure

Government‑funded projects driving economic activity -such as new expressways, bridges, hospitals, and schools - depend on engineering and construction standards to ensure safe, high‑quality delivery. In 2025 alone, over $6 billion in new construction began nationwide, including critical projects such as the Ōtaki to north of Levin Expressway and the new Ōmanawa bridge. These transport upgrades are designed to improve travel times, freight efficiency, and safety across regions.

Infrastructure New Zealand’s 2025 response to the draft National Infrastructure Plan emphasises the importance of strong asset management and standards‑based planning to ensure long‑term economic growth and resilience outcomes.
