Have your say on the revision of NZS 4411 – Environmental standard for drilling of soil and rock
Groundwater is one of Aotearoa New Zealand’s most valuable resources. Protecting its quality is essential for our communities, industries, and environment. To help achieve this a revision of NZS 4411:2001 Environmental standard for drilling of soil and rock needs industry input.
Commissioned by Ministry for the Environment, the revision focuses on the environmental impact of bores, and protecting the integrity of aquifers to safeguard groundwater from contamination risks associated with drilling activities.
It sets out minimum environmental requirements for the design, construction, maintenance, and decommissioning of bores, and provides guidance on good industry practice. This standard is relevant to bore owners, drilling contractors, regulators, and anyone involved in drilling projects.
Why is it being updated?
The current version of NZS 4411 was published in 2001. Since then, drilling technology and environmental expectations have evolved significantly. The Havelock North Drinking Water Inquiry (2017) recommended a comprehensive review of the standard to align it with international best practice and to extend its scope to cover all life cycle aspects of bores and casings that affect drinking water safety.
In response to this recommendation, a committee of technical experts has updated the draft standard to:
- reflect current national and international best practice.
- include minimum requirements and good industry practice
- ensure drilling activities minimise risks to groundwater resources.
When finalised, the revised standard will supersede the 2001 version.
